This tag is wrapped around the starter cable which is routed from the starter solenoid to the starter terminal.

Concours Notes:

It has been confirmed (including a discussion and original factory install picture review with Ed Meyer) that the Dearborn early built date MACH 1 Mustangs with a 428 S/CJ engine option, had a starter cable routing along the bottom of the engine block using two J-clamps with rubber grommets which where attached to the block using large bolts the same as the battery ground cable connection to the block. The general consensus is that this starter cable used a different tag number.
